Nourris par le ressentiment antigouvernemental du mouvement Tea Party, les Républicains ont beaucoup misé sur l’idée qu’ils pouvaient protéger le pays en se comportant comme ce que les Républicains appellent avec allégresse le « Parti du Non ».
Mais cela ne fait aucun doute que dans la progression de ce débat, M. Obama a perdu quelque chose – et l’a perdu pour de bon. Envolé est la promesse qui le mena à la victoire il y a moins d’un an et demi – la promesse d’un Washington « post-partisan » où la raison et les calmes débats ont remplacé les chamailleries partisanes.

Une réforme dont il a revu certains objectifs à la baisse mais qui restera probablement le symbole de sa législature et fait aboutir un combat mené par les démocrates depuis un siècle.
Dimanche soir, à l'issue de dix heures de débats, la Chambre des représentants a approuvé par 219 voix contre 212 le texte adopté le 24 décembre par le Sénat.
Ce texte devrait permettre de garantir une couverture santé à 32 millions d'Américains qui en sont actuellement dépourvus. L'objectif est de couvrir 95% des citoyens de moins de 65 ans et des handicapés, les plus âgés étant déjà protégés par un système d'assurance public, le Medicare, tandis que le Medicaid protège les foyers à très faibles revenus.

This text should enable to guarantee a health cover to 32 billion of Americans who don’t have one currently. The objective is to cover 95% of the less than 65 years old and handicapped citizens, the elderly people being already protected by the Medicare, a public insurance service, whereas the Medicaid protects the low incomes homes.
